  • HONOLULU (AP) - The National Science Foundation has launched an informal outreach to Hawaii about possible funding efforts for the stalled Thirty Meter Telescope project. The effort by the nation's top funder of basic research could lead to a huge influx of cash for the astronomy project on Mauna Kea with an estimated cost of $2.4 billion, The Honolulu Star-Advertiser reported Thursday. Funding efforts could also trigger a regulatory process adding two years or more to a construction timeline that is far behind schedule. The project recently announced the start of construction was delayed until spring. The foundation said in a statement it plans to reach out to "stakeholders, including Native Hawaiians," to understand their viewpoints. Protesters blocked the 6.27-mile (10-kilometer) access road to the summit of Mauna Kea, Hawaii's tallest mountain, in a demonstration against the project from July through December 2019. Telescope opponents said the project would desecrate land considered sacred by some Native Hawaiians. The foundation said its outreach would serve as a precursor to a formal federal environmental review process. The Thirty Meter Telescope project has teamed with the Giant Magellan Telescope planned in Chile and the U.S. National Optical-Infrared Astronomy Research Laboratory to propose the U.S. Extremely Large Telescope Program. The partnership, which is partly an effort to obtain additional funding, proposes to offer U.S. astronomers complete viewing coverage of the skies in the Northern and Southern hemispheres. Prosecutors file more charges against Kansas professor

  • BELLE PLAINE, Kan. (AP) - A Kansas researcher accused of concealing work he was doing for China while employed at the University of Kansas defrauded the U.S. government and the university, according to revised federal charges filed Thursday. The new indictment charges Feng "Franklin" Tao of Lawrence, Kansas, with seven counts of wire fraud and three counts of making false statements. It also seeks, if convicted, the forfeiture of funds obtained from the offenses. "Franklin Tao is not guilty of these charges, and looks forward to being fully vindicated so that he can move on with his life and his research," defense attorney Peter Zeidenbert said in an email. Federal prosecutors allege that from May 2017 until August 2019, Tao schemed to obtain money and property from the university, the U.S. Department of Energy and the National Science Foundation. The indictment alleges the purpose of the scheme was to benefit China by participating in its " talent plan," which prosecutors say is designed to encourage the transfer of original ideas and intellectual property from U.S. university to Chinese government institutions. The indictment accuses Tao of not informing the University of Kansas that he was selected for the Changjiang Professorship or the salary for his appointment to Fuzhou University in Fuzhou, China. Tao was first charged in November with one count of wire fraud and three counts of program fraud. A far more detailed indictment in January charged him with two counts of wire fraud and one count of program fraud. The latest indictment added more wire fraud counts along with the new counts of making false statements.   • Shares of Ekso Bionics Holdings Inc. soared Thursday, after the company said it has received 501 clearance from the U.S. Food and Drug Administration to market its EksoNR robotic exoskeleton for use in patients with acquired brain injury, or ABI. The device is first to get FDA clearance for use with ABI, a category of brain injury that includes severe head injuries and concussions, as well as stroke, aneurysms, brain tumors, anoxia, degenerative and metabolic conditions, infections, and surgical injuries, among others, the company said in a statement. "Combined annual incidence of TBI and stroke alone represent an estimated patient population of 3.7 million in the U.S. and 84 million globally," said the statement. The FDA has already cleared the device for use in stroke and spinal cord injury. Ekso, based in Richmond, California, had a net loss of $2.5 million in its latest quarter, narrower than the loss of $6.6 million posted in the year-earlier period. Revenue came to $1.5 million, down from $3.6 million, as the pandemic led some customers to delay orders. Shares were last up 137%.

Student fellowship to focus on rare White Mountain plants

  • PLYMOUTH, N.H. (AP) - A Plymouth State University student has been awarded a National Science Foundation graduate research fellowship for her study of two rare alpine plants in the White Mountains. Hannah Vollmer, of Thornton, is focusing on the dwarf mountain cinquefoil, or Robbins' cinquefoil, which exists nowhere else in the world but above the tree line in the White Mountains, and sibbaldia, which is typically found in Arctic regions. Alpine plants in the White Mountains are remnants of glaciers that receded more than 13,000 years ago. Vollmer's research on the dwarf mountain cinquefoil seeks to provide evidence of the plant cloning itself by producing seeds without fertilization, or of genetic diversity and its evolution. Her research will also determine if the sibbaldia that grow in the White Mountains are genetically related to the sibbaldia plant found in Arctic climates, including Norway, Siberia and Alaska. Vollmer is the first Plymouth State University student to earn the fellowship. She's also one of two grant recipients from the New England Botanical Club this year. She also received a grant from the American Society of Plant Taxonomists for this research.

Now, 50% say that. The survey, conducted in late May, draws on nearly a half-century of research from the General Social Survey, which has collected data on American attitudes and behaviors at least every other year since 1972. No less than 29% of Americans have ever called themselves very happy in that survey. Most of the new survey’s interviews were completed before the death of George Floyd touched off nationwide protests and a global conversation about race and police brutality, adding to the feelings of stress and loneliness Americans were already facing from the coronavirus outbreak — especially for black Americans. Lexi Walker, a 47-year-old professional fiduciary who lives near Greenville, South Carolina, has felt anxious and depressed for long stretches of this year. She moved back to South Carolina late in 2019, then her cat died. Her father passed away in February.
