  • SHIPROCK, N.M. (AP) - Duane "Chili" Yazzie wears a "Water is Life" shirt as he walks the rows of his farm. He speaks of the river and earth as sacred entities for the Navajo people. But the Shiprock Chapter president can't forget when the river turned yellow. On Aug. 5, 2015, U.S. Environmental Protection Agency contractors breached a mine tunnel at the abandoned Gold King Mine near Silverton, Colorado, sending 3 million gallons of acid mine drainage into the Animas and San Juan rivers. Word of the spill spread as the yellow plume flowed through the river. Communities from Durango, Colorado, to Aneth, Utah, shut off their irrigation systems, unsure of what contaminants were in the water. That dealt a devastating blow to Navajo farmers in the middle of the growing season. Days after the spill, farmers in three states lined up at tanks provided by local and federal agencies to get water for crops and livestock. But for many, the water was too little, too late. "We lost our alfalfa fields," Yazzie said. "With other things like melons and corn, we had to make the hard decisions of which crops do we want to save. That was heartbreaking." The U.S. EPA, Navajo Nation EPA, and New Mexico Environment Department tested for heavy metals along the river in the weeks after the release. Once agencies reported that heavy metal concentrations left behind by the spill did not exceed state and federal limits, irrigation resumed along the river. But the Shiprock community voted not to irrigate from the river for the rest of the season. "Our elders, as culturally connected as they are to the land and the water, that was really traumatic for them to know that the water's damaged," Yazzie said. (AP) — Lawmakers on the Navajo Nation have approved a massive spending bill to respond to the coronavirus pandemic that includes money for water projects, power lines, broadband and casino employees who have been laid off. The Navajo Nation Council passed the nearly $651 million in spending late Friday after discussing it for more than 28 hours in a special session over three days. The money comes from the Navajo Nation's share of $8 billion federal coronavirus relief funding that was set aside for tribes. “This was a collective effort that brought to the service all the underlying, systemic challenges like lack of running water and access to electricity that are common throughout the Navajo Nation,” council Speaker Seth Damon said Saturday. “This legislation begins to directly address those obstacles we face, as Navajo people, in protecting the health of our own homes and communities.” Navajo President Jonathan Nez has 10 days to act on the measure once it reaches him. It's unclear whether he'll keep the legislation intact. Many of his proposals are reflected in the bill but not in the exact amounts he outlined to lawmakers. Nez previously signed off on about $60 million in spending but vetoed $70 million in proposed spending. The tribe received more than $714 million from the Coronavirus Aid, Relief and Economic Security Act. With the measure approved Friday, about $1.15 million remains. The Navajo Nation Gaming Enterprise is relying on $24 million in the tribal legislation to put hundreds of casino employees back on the payroll. Doug Ducey changed course by urging people to stay home, Scottsdale city councilman Guy Phillips donned a face covering and shouted "I can't breathe" into a microphone at an anti-mask rally. His mocking of the last words of George Floyd is only one more example of the racism that seems to shadow the outbreaks of contagious viruses. That's precisely what happened 40 years ago with HIV/AIDS; that's what happened a century ago with the xenophobically named Spanish flu. Today, it's happening on sovereign tribal lands throughout the American Southwest, where the loathsome relationship between racism and the novel coronavirus is on full display. Our ethnographic studies include a focus on health care and health policy for the Indigenous people of the U.S. We now know COVID-19 cases and deaths within the Indigenous nations have soared, and are among the worst hot spots in the country. Currently there are well over 7,000 positive cases on the Navajo Nation - which covers portions of Arizona, Utah and New Mexico - where per capita infections quickly surpassed New York and New Jersey in May. One of the reasons: When Gov. Ducey first let expire his statewide stay-at-home-order, droves of Arizonans returned to life as usual. They congregated in long lines and dined in crowded restaurants. Many were not wearing masks. Fourteen days later, COVID-19 cases began to rise. With that, Arizona lost control of the virus. (AP) - All flags on the Navajo Nation will be flown at half-staff through Thursday to honor the first officer on the tribal police force to die from the coronavirus in the line of duty. Officer Michael Lee died June 19 at a Phoenix hospital. The 50-year-old Lee served 29 years with the tribal police department, beginning his law enforcement career as a police recruit with the Navajo Police Academy in October 1990. He worked his first seven years in Window Rock and the rest of his career in Chinle. Tribal officials said Lee is survived by a wife and children. Lee's funeral is scheduled for Thursday at the Potter's House Christian Center in Chinle. Navajo Nation President Jonathan Nez and Vice President Myron Lizer said in a statement that Lee "fought on the front lines to combat coronavirus and we are grateful for his dedication to our community." The Navajo Nation's vast reservation includes parts of Arizona, New Mexico and Utah and has been hit hard by the COVID-19 outbreak.

To shield their vulnerable elders from the coronavirus pandemic, the Confederated Salish and Kootenai Tribes are enlisting musicians to tell tribal youth to wash their hands and wear masks. The song by 25-year-old KiidTruth - also known as Artie Mendoza III - garnered more than 1,500 views on YouTube in the four days after it was posted. The music campaign "is an excellent way to reach younger people," said 15-year-old Alishon Kelly, who lives on the Flathead Indian Reservation in northwestern Montana. Rural America is more vulnerable to COVID-19 than cities are, and it's starting to show

Peters, Iowa State University (THE CONVERSATION) Rural areas seemed immune as the coronavirus spread through cities earlier this year. Few rural cases were reported, and attention focused on the surge of illnesses and deaths in the big metro areas. But that false sense of safety is now falling apart as infection rates explode in rural areas across the country. Of the top 25 COVID-19 hot spots that popped up in the last two weeks, 18 were in non-metropolitan counties. Arkansas, North Carolina and Texas all set records in mid-June for the number of people entering hospitals for COVID-19. Georgia's daily reported death toll from COVID-19was up 35% compared to three weeks earlier. As a professor of rural sociology, I have been studying the challenges rural America faces in responding to this pandemic to improve how communities prepare and respond. Being able to identify communities that are susceptible to the pandemic before people become ill would allow officials to target public health interventions to slow the spread of the infection and avoid deaths. To do this, I developed a COVID-19 susceptibility scale to assess every county in the Lower 48 states. Susceptibility does not mean an outbreak of COVID-19 will happen, but it means conditions are right for one to occur if the virus is carried in and takes hold. Why rural populations are at high risk When you look at the factors that make a population more susceptible to the coronavirus, small communities and rural areas have higher risk factors, as a share of the population, than major cities do.
