  • BATON ROUGE, La (AP) - A 30-day Louisiana special session called in the middle of the coronavirus pandemic to assist businesses was going down to the wire Tuesday, with a multibillion-dollar state budget awaiting passage but millions of dollars in tax breaks largely complete. The House and Senate were working on a $34 billion spending plan to keep programs and services operating in the budget year that begins Wednesday. The proposal uses federal virus aid to stop deep cuts but sets Louisiana up for future financial problems if state tax collections don't rebound from the virus outbreak. The special session must end by 6 p.m. on Tuesday. Also under negotiation was a proposal to shield K-12 schools and colleges from most civil lawsuits if a student or teacher contracts the COVID-19 disease caused by the coronavirus. And lawmakers hadn't reached a final agreement on the business lobby's top priority, an effort to rework civil litigation rules to lessen the damage claims that can be awarded in car accident lawsuits. The special session began June 1, immediately after lawmakers adjourned a regular session shortened by the coronavirus outbreak. The majority-Republican House and Senate crafted the agenda for the special session themselves, only the second time in Louisiana history that lawmakers called themselves into session, rather than letting a governor dictate the plans.   • NEW ORLEANS (AP) - The number of reported COVID-19 cases in Louisiana has taken another large one-day jump, increasing Friday by more than 1,300 as the number of people hospitalized with the disease caused by the new coronavirus continued upward. The state reported a total of 54,769 confirmed cases as of midday. The death toll was 3,077, up by 26 from Thursday. Some of the growth in known case numbers can be attributed to increased testing. However, the number of people sick enough to be hospitalized - considered a key indicator that the virus is spreading - went up to 700. The figure is down from nearly 2,000 in April but up from a low of 542 on June 13. The increasing numbers led Gov. John Bel Edwards this week to put off a further easing of restrictions on public gatherings and some business activity. Edwards has promised stepped up enforcement on businesses that aren't complying with virus-related restrictions on capacity and requirements that employees dealing with the public wear masks. Baton Rouge's mayor unveiled a phone number and website for people to anonymously report businesses that don't comply with the rules. Friday marked the second one-day spike of more than 1,300 this week.

Emotions are spilling out in a special session that was aimed at business recovery from the coronavirus outbreak but that fell in the middle of a national outcry stemming from the death of George Floyd and other African American men and women before him. The talks have spurred tears, anger and tensions in committee hearings as Louisiana's black lawmakers seek systemic change in policing. What appears likely to emerge from the session is a task force to make recommendations — and an intention to keep legislative focus on the subject. Rep. Jason Hughes, a New Orleans Democrat, spoke to his colleagues after several House committee hearings dealing with issues of policing. “Those conversations have painful. Those conversations have been emotional," he said. "But those conversations have been deeply necessary." Rep. Ted James, a Baton Rouge Democrat, declared in a hearing Thursday that he had cried more in the Louisiana Capitol across the last week than he had over his nine-year tenure as a lawmaker. And legislators are advancing a package of business-backed tax breaks, including some measures that would reverse hard-fought efforts across the last two legislative terms to scale back tax credits and exemptions that ballooned well beyond expectations and helped create systemic budget gaps. In a strong sign of their influence, business lobbyists and local Chambers of Commerce crafted much of the agenda for the ongoing special session. Still, while those business groups have made significant inroads with Louisiana's lawmakers, their footing remains more tenuous with Democratic Gov. John Bel Edwards, who could determine the fate of some measures with his veto pen. Carlos Rios, Galveston A: Years ago on a Galveston visit, I was introduced to wedelia, a lush, dark-green ground cover heavily sprinkled with cheery yellow, daisylike blooms. Since that time, I have seen the perennial growing effortlessly in Houston gardens and sunny esplanades. Keep the soil moist while newly planted roots establish. Once wedelia has filled the desired area, trim as needed to keep it contained to the desired area. The more disease-resistant vincas (periwinkles) such as the Cora series, provide months of medium-green foliage and pinwheel-shaped blooms in various colors. These annuals will persist in mild winters in Houston and Galveston. Several reseed. I use prostrate rosemary as a tough ground cover in sun and well-draining areas. Mature plants are 2 feet tall and 3 or so feet wide. The tiny blue blooms are charming; the needlelike foliage release a wonderful fragrance when touched. And, of course, you’ll have plenty of soft foliage to flavor various dishes and oils. If you want a ground cover to double as a deterrent, carissa, or dwarf natal plum, is about 3 feet tall, tolerant of the salty coastal air and hardy to about 25 degrees. The spiny shrub has glossy dark-green foliage and fragrant white spring flowers followed by red-purple fruit. Serissa, a small, low-demand shrub, provides a mound of dense, tiny dark green or green-and-white variegated foliage and teeny white or pink flowers, depending on the cultivar. (NYSE American: HUSA) today announced that it has signed an agreement to participate in a new drilling program in the San Andres formation located in the Northern Shelf of the Permian Basin. Under the agreement, the company will acquire a 20% working interest in an existing 5,871 gross acre block. The agreement provides that Houston American will pay 26.667% of the costs of an initial test well through the point at which the well is drilled, completed, equipped and ready for operation, production or disposal. The agreement also defines an area of mutual interest, or AMI, in approximately 20,367 acres in the area of, and including, the existing acreage covered by the agreement. The parties to the agreement will have the right to participate, at cost, in any interest acquired in the AMI over the following five years.

Houston American Energy Provides Update On Yoakum County Well And Future Drilling Program

  • The Frost #1H well was put on production as of June 8, 2019.  The well began producing oil immediately and has been unloading frac fluid and formation water while continuing to produce oil. Over the first two weeks of August, daily production from the well has averaged 81 barrels of oil and 1,538 barrels of water.  The well operator has advised that peak production is expected between 3 to 6 months following commencement of production. The operator has also advised that it is disposing of produced water at $0.40 per barrel, making the well economical at current production rates. Based on the initial and anticipated ultimate results of the Frost #1H well, the operator and Houston American Energy have agreed to drill an additional 3 wells on the lease over the next 12 months.  The first of these additional wells is expected to be drilled in the fourth quarter of 2019.
