2 bodies found, 2 missing after explosion in Texas port

  • CORPUS CHRISTI, Texas (AP) - The bodies of two missing crew members of a dredging boat were found Saturday following an explosion a day earlier in the Port of Corpus Christi in Texas, according to the U.S. Coast Guard. Two other crew members of the dredging vessel Waymon L Boyd remain missing and the search for them continues, Coast Guard Capt. Jason Gunning said during a Saturday afternoon news conference. The explosion happened at about 8 a.m. Friday when the vessel struck a submerged pipeline, according to the Coast Guard, and Port of Corpus Christi officials said it was a natural gas pipeline. "Our thoughts and prayers go out to the impacted crewmen and their families," Sean Strawbridge, CEO, Port of Corpus Christi, said Saturday. "A full investigation is underway; however, search and rescue efforts are our first priority. It will not be clear for some time the cause of this accident, and any definitive statements to the contrary would be premature," Strawbridge added. The Waymon L Boyd is owned by Houston-based marine construction contractor Orion Marine Group. "We greatly appreciate the efforts of the U.S. Coast Guard and other responders in their efforts to recover our missing crewmen," Orion CEO Mark Stauffer said in the statement. The fire onboard the vessel was first extinguished Friday afternoon, but sparked again and was finally put out at approximately 10 p.m. Friday, shortly before the vessel broke apart and sunk, the Coast Guard said. The vessel carried a maximum of about 6,000 gallons of diesel fuel, said Brent Koza, the regional manager for the Texas General Land Office, which investigates oil spills. "We have identified and are preparing for that as our worst case discharge scenario," and diesel is being recovered from the channel...

Family of 4 rescued, found clinging to overturned boat

  • VENICE, La. (AP) — Two children and their parents clung to their overturned boat in the Gulf of Mexico until the Coast Guard could rescue them Wednesday afternoon. The children, aged 8 and 11, and their parents all were in good shape when they were rescued, Petty Officer Sydney Phoenix said. The family called in by radio on Wednesday morning to say their 20-foot-long (6-meter-long) boat was taking on water in the Gulf of Mexico off the coast of Venice, Louisiana, according to a Coast Guard news release. Once an airplane crew located the boat 17 miles (27 km) south of Southwest Pass, a helicopter was able to lower a rescue swimmer to help them until a Coast Guard boat could arrive. “The fact that they were able to call in on channel 16 using their radio and reported the situation and how many people were aboard greatly assisted the crews in the search,” said Lt. Cmdr. Patrick Plummer, search and rescue mission coordinator for the Coast Guard's New Orleans sector. “The crews knew what they were looking for and the general area the call came from which resulted in the family’s safe return.” All four also were wearing their life vests. Phoenix said records didn't indicate where the family was from. Since none of them had any medical problems, they simply left once the helicopter brought them back to Venice, she said.

Search continues for 8 missing after Marine craft sinks

  • SAN DIEGO (AP) - The search continued Saturday for eight U.S. service members missing after their landing craft went down in hundreds of feet of water off the Southern California coast following a deadly accident. Helicopters and boats ranging from inflatables to a Navy destroyer were searching a roughly 200-square-mile area for seven Marines and a Navy corpsman. They were aboard an amphibious assault vehicle that had just completed a training exercise when it began taking on water about a half-mile (0.8 kilometers) from Navy-owned San Clemente Island, off of San Diego. The 26-ton, tank-like craft quickly sank in hundreds of feet of water - too deep for divers - making it difficult to reach. One of eight Marines rescued from the water later died. All of the Marines aboard were attached to the 15th Marine Expeditionary Unit, based at nearby Camp Pendleton, north of San Diego. They ranged in age from 19 to early 30s and all were wearing combat gear, including body armor and flotation vests, Lt. Gen. Joseph Osterman, commanding general of the 1st Marine Expeditionary Force, said earlier this week. The craft was one of 13 amphibious assault vehicles that participated in the routine exercise and was heading back to a Navy ship when the accident happened. Troops on board two other amphibious assault vehicles responded quickly but couldn't stop the sinking, Osterman said. The vehicle, nicknamed an "amtrac" -- short for "amphibious tractor" -- was designed to be buoyant and had three water-tight hatches and two large troop hatches. The Marines use the vehicles to transport troops and their equipment from Navy ships to land. The vehicles have been used since 1972, and continually refurbished. On Friday, the Marine Corps commandant, Gen. David Berger, suspended...

Marine vehicle deep under sea, complicating rescue search

  • SAN DIEGO (AP) - A military seafaring assault vehicle that sank off the coast of Southern California is under hundreds of feet of water, putting it beyond the reach of divers and complicating rescue efforts for eight missing troops, officials said Friday. Still the Marine Corps commandant, Gen. David Berger, said the search was continuing while he was suspending waterborne operations of all of its more than 800 amphibious assault vehicles across the branch until the cause of the accident is determined. He said the move was out of "an abundance of caution." Berger said the focus now should be on the troops and their families. One of the eight Marines who were rescued died at a San Diego hospital. Two Marines remained hospitalized with injuries but were stable and out of the intensive care unit. A total of 16 troops - 15 Marines and one Navy corpsman - were on board when the amphibious assault vehicle started taking in water Thursday evening as it was about a half mile (more than 1,000 meters) from the shores of San Clemente Island. They had just completed a routine training exercise and were heading back to the Navy ship with a dozen other amphibious assault vehicles, said Lt. Gen. Joseph Osterman, the commanding general of the Marine Expeditionary Force. Troops on board two other amphibious assault vehicles responded quickly but could not stop the 26-ton vehicle from sinking, Osterman said. "It's a very tragic situation," Osterman said, adding that his thoughts and prayers are with the troops and their families. Military ships, small boats and helicopters continued searching the choppy seas for the missing Friday amid moderate to strong winds. The Navy-owned island is about 70 miles (112 kilometers) offshore from San Diego. The Navy and Coast Guard were...

More military bases increase health protections due to virus

  • WASHINGTON (AP) — The U.S. military has increased health protection requirements in at least 21 bases in recent weeks, particularly across Texas and Florida, as the COVID-19 rate continues to spike among service members, more than doubling in the last month. The escalating numbers mirror the increase in coronavirus cases in the general public across the country, where more than 4 million people have contracted the virus, and more than 144,000 have died. The military, however, still has a dramatically low death rate, losing three service members — including just one active-duty — out of nearly 23,000 virus cases so far. The moves to higher alert levels at the defense installations are somewhat limited because the military as a whole has been much slower to loosen pandemic restrictions than cities and states around the country, particularly sections of the South and West facing record infection levels. That more cautious approach has endured despite President Donald Trump repeatedly urging businesses to reopen and the country to get back to normal to ease economic woes. Trump has also pressed for schools to go back to in-person classes in the fall, threatening to link federal funding to reopenings. That plan has little support in Congress, and has been widely opposed by parents and teachers. “I find that each base does things a little bit different, and they’ve adapted very carefully,” Defense Secretary Mark Esper said when he traveled to Whiteman Air Force Base in Missouri this week. The base is home to the B-2 bomber fleet, and Esper's trip was part of an effort to check on how the military’s strategic nuclear forces are coping with the pandemic. Defense leaders say the recent spike has not affected the military’s ability to train or respond when needed. It will, however, affect decisions on whether...

Italian coast guard works to free sperm whale from fish net

  • ROME (AP) - Italian coast guard divers and biologists were working Sunday to free a sperm whale that was entangled in a fishing net near a tiny Mediterranean island. In a coast guard video, a diver can be seen slicing away some of the net in the waters surrounding the Aeolian Island archipelago. Boaters on Saturday had spotted the struggling sperm whale in that stretch of the Tyrrhenian Sea off Italy's west coast and contacted the coast guard. The operation to free the sperm whale was particularly difficult "due to its state of agitation" that didn't allow for continual intervention near the whale, the coast guard said Sunday. Three weeks ago, the Italian coast guard freed another sperm whale ensnared in a fishing net, also in the sea off the Aeolian Islands. Since the start of the year, the coast guard has sequestered illegal fishing nets totaling more than a 100 kilometers (62 miles) in length.. The coast guard says it has stepped up its efforts this year to combat illegal fishing.

Coast Guard officials decline to testify on racial incidents

  • NEW LONDON, Conn. (AP) - A planned congressional hearing on the handling of racial harassment at the Coast Guard Academy has been cancelled after the commandant of the Coast Guard declined to testify. The hearing before the House committees on Homeland Security and Oversight and Reform had been scheduled for Thursday. It was expected to address a report released in June by the Department of Homeland Security Office of Inspector General, which found the academy failed to properly respond to allegations of harassment on campus. Of 16 allegations of race-based harassment at the academy between 2013 and 2018 identified by the inspector general, the academy failed to properly investigate or handle 11 of them, the report said. The complaints investigated by the Inspector General's Office included episodes in which cadets used racial epithets, posed with a Confederate flag and and laughed at a blackface video in a common area. "At a time when people across this country are coming together to confront systemic racism, it is deeply disappointing that the Coast Guard's Commandant, Admiral Karl Schultz, has rejected our invitation to testify publicly on race-based harassment at the Coast Guard Academy," the chairpeople of the House Committee on Homeland Security and the House Committee on Oversight and Reform said in a written statement. Lt. Cmdr. Brittany Panetta, a Coast Guard spokeswoman, said in a statement to The Day of New London that the service is "eager to testify at a time and venue that aligns with established executive branch and committee procedures regarding hearing notice, quorum, and question-and-answer period."

Coast Guard alters training for incoming class due to virus

  • NEW LONDON, Conn. (AP) — There will be nobody screaming in the face of 18-year-old Ellie Hiigel when she arrives Wednesday for training in advance of her first year at the U.S. Coast Guard Academy, and that has her mother a bit disappointed. The school in Connecticut, like other service academies and military training centers, has made major changes because of the coronavirus pandemic. That means the eight weeks of boot camp for new cadets, known as "Swab Summer" will be much different from when Joanna Hiigel went through it herself in 1991 as a fourth-class swab, or even when Ellie's sister, Tana, went through it two years ago. Ellie Hiigel and the 266 other swabs will be arriving not as one large group, but in eight separate platoons spaced out throughout Wednesday. There will be no haircuts, no drilling, no running as a group from place to place, no lining up against the wall in the hall of the barracks for pushups. They won't even be issued their uniforms. The big ceremony at the end of that first day on the parade field in front of their families also has been cancelled. Their contact with the third-year cadets who will train them, known as the cadre, will come from a social distance. “They are going to be in quarantine for 14 days,” Joanna Hiigel said. “I hope they at least can get out for some exercise, because that's so important for their physical and emotional well-being. I don't know what that quarantine time is going to look like. That's my biggest concern.” Coast Guard officials said those two weeks will be spent in the barracks on what is known as ROM — restriction of movement — status. The cadets will undergo coronavirus testing and the only thing they will be issued that first day will be a computer. They will spend the first part of Swab Summer online in their rooms, learning about...
