"If these employees had more complete training and protocols to guide their responses, the university believes they would have been better equipped to protect Lauren." That marked a shift from what Watkins said back in December 2018 when she said that she hadn't found anything in an initial review of the case to indicate McCluskey's death could have been prevented.   • Alphina Kamara wonders what might have happened if she'd been introduced to science and engineering careers at her high school in Wilmington, Delaware. Kamara, who is Black, was enrolled in an "audio engineering" course that taught her how to make music tracks and videos instead of a regular engineering course that she recalls was mostly filled with white students. When she asked an administrator at Mount Pleasant High School about it, she said she was told that the audio engineering course was created for "regular students." "They thought we would be more interested in audio engineering than engineering," said Kamara, now a junior at Wesleyan University studying English and sociology. "That was a hard pill to swallow." Historically, career and technical education (CTE) was seen as a dumping ground for students who weren't considered college material. A two-tier educational system tracked predominantly low-income students and students of color into career and technical classes, then known as vocational education. But in recent years, schools have revamped these courses to prepare students for higher education and lucrative work in fields such as technology, health care and engineering. A Hechinger Report/Associated Press analysis of CTE enrollment data from 40 states reveals deep racial disparities in who takes these career-oriented courses. Black and Latino students were often less likely than their white peers to enroll in science, technology, engineering and math (STEM) and information technology classes, according to the analysis, which was based primarily on 2017-18 data. There have been outbreaks in Whitman County, home of Washington State University, as well. "We do have fair expectations that students will step up to the plate and take some responsibility for this," Inslee said. Also Tuesday, state health officials warned of a "fall surge" in coronavirus infections, noting that western Washington counties are hitting near or above previous peaks in the rate of infections. The new higher education guidelines now require the colleges to provide isolation and quarantine facilities for Greek system houses, communal off-campus homes, and students and workers who live on campus if they don't have a place to go. Colleges without dorms or residential facilities must create a plan on how to address student and staff needs for isolation and quarantine in the event that they are exposed. The University of Washington has been trying to manage a coronavirus outbreak in recent weeks since students returned for the new school year. As of Monday, at least 295 positive cases have been linked to 18 sororities and fraternities in the 45-chapter system, which is north of the university campus in Seattle.   • The University of Iowa said it would not pay a demand from eight Black former football players for $20 million in compensation for alleged racial discrimination they faced playeingfor the Hawkeyes. The university general counsel's office released its response Sunday to a 21-page certified letter dated Oct. 5 from civil rights attorney Damario Solomon-Simmons of Tulsa, Oklahoma, who is representing the players. The players also called for the firings of head football coach Kirk Ferentz, offensive line coach Brian Ferentz and athletic director Gary Barta. Solomon-Simmons' letter said if the demands are not met by Monday, the former players are prepared to file a lawsuit seeking damages for the unlawful mistreatment they said they endured. Solomon-Simmons did not immediate respond to a message from The Associated Press seeking comment. The Des Moines (Iowa) Register first reported the demands and university's response. The former players are Akrum Wadley, Aaron Mends, Jonathan Parker, Marcel Joly, Maurice Fleming, Reggie Spearman, Kevonte Martin-Manley and Andre Harris. "I am disappointed to receive this type of demand letter," Kirk Ferentz said. "Due to the threat of litigation, I am not able to address the specific comments made by our former players. As you may know, this past summer we made adjustments to create a more inclusive and welcoming environment for all of our student-athletes." University President Bruce Harreld said in a statement the school appreciated the former players sharing insights on their experiences and that many of their concerns have been reviewed and addressed. New rules to limit gatherings to five people or less, reduce hotel capacities and impose a 10 p.m. closing time for bars and some restaurants also took effect Friday after successive days of record-breaking daily infection rates. The previous record of 672 on Thursday already had eclipsed records set in recent days. The state on Friday also reported six additional deaths related to the pandemic, bringing that total to 928. At the University of New Mexico, eight football players and one assistant coach have tested positive for the coronavirus and high positivity rates in the county where the school is located have forced the postponement of practice.
